Yes, this appears to be a difference in dialect: I've never come across the idiom that midnight is the beginning of the day, it's always been the last moment of the old day. But I guess that also depends on whether you think of it as 0:00 or as 24:00...
So, yes, to clarify, fics are due at *my* 10am August 14 no matter where the writers live. But I expect there will be some leeway; Saturday morning is when I will be posting the master-list post, but as long as people report in by, say, early Saturday afternoon, my time, it'll be fine.
